Ciara is a Senior Associate in the project development practice in the UAE.

She is a front-end project development and construction law specialist and regularly advises government entities, sponsors, lenders and contractors on a wide range of projects across various sectors and asset classes, including large scale infrastructure and energy assets in the region. Ciara has significant specialist expertise in PPPs and working with clients in the project structuring phase.

Prior to moving to the UAE, Ciara worked for a global law firm in its PPP and projects practice in Dublin

Experience

Representative matters

  • The Abu Dhabi Investment Office (ADIO) and the relevant Abu Dhabi government departments on the procurement of multiple PPP projects in Abu Dhabi (including the Zayed City Schools PPP and LED Phase 1 and Phase 2 PPP) and the development of the PPP regulatory framework in Abu Dhabi.
  • Major national oil company across its downstream petrochemical business (including construction contracts and licensing arrangements).
  • The project company on the development and financing of the cross-border Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline project.
  • Saudi Electricity Company across multiple IPP projects in the Kingdom of Saudi Arabia.
  • National Shipping Company of Saudi Arabia (Bahri) on the development and completion of complex offshore desalination facilities in the Kingdom of Saudi Arabia.
