Global Head – PENRI Knowledge

Fleur specialises in energy and infrastructure projects, with over 25 years’ experience particularly in the PPP market.
Her previous firm experience includes advising private and public sector clients in the UK and globally across a range of PPP and related sectors (including defence, health, schools, roads, rail and power) on both the financing and commercial side. Fleur’s role includes anticipating and analysing the impact of commercial, financing and legislative developments across the market and relevant practice areas, particularly in relation to energy transition. She contributes regularly to industry and government consultations and has frequently advised governmental and multilateral bodies on drafting and familiarising detailed PPP guidance publications to promote global understanding amongst parties of varying experience and market maturity to facilitate efficient frameworks and procurements. Fleur has significant insight into different client needs and corporate drivers through previous firm experience on secondment to the UK Government and establishing the legal arm of a PPP developer’s investment business.

Representative matters

  • UK’s HM Treasury, co-authoring the first edition of its Standardisation of PFI Contracts guidance (1999), a first of its kind that has since been globally exported.
  • The World Bank on its Guidance on PPP Contractual Provisions (2017 and 2019), explaining global risk allocation approaches and environmental and social considerations in the lifecycle of PPP projects, and comparing emerging and developed PPP markets and civil and common law jurisdictions.
  • The World Bank on its Guidance on PPP Legal Frameworks (2022), explaining key considerations for governments in formulating effective legislative frameworks and processes for PPP procurement and taking into account environmental and social factors.
  • The Global Infrastructure Hub (a G20 body) on its PPP Risk Allocation Tool (2019) (a G20 deliverable), setting out 18 sector-specific contractual risk allocation guidance tools, across the transport, social infrastructure and energy sectors.
  • Abu Dhabi Investment Office on the formulation of a PPP Manual and other PPP project matters.

Pro bono

  • Mentoring young people through A&O’s Future Frontiers and Smart Start programme.
  • Mentoring participants on A&O’s Restart programme (a return to work programme for over 50s).
  • Trustee of a charity funding joint tennis/life skills programmes for disadvantaged young people globally.
