His expertise covers especially public contracts (PPP, concessions, public procurement), environmental law, notably climate and ESG issues, and regulatory in various sectors (e.g. media, energy, infra, telecom). 

Romaric advises his clients both on transactional matters and high-profile legal proceedings before administrative courts and tribunals, as well as before independent governmental agencies. His clients are either public entities or related or either private partners involved, banks, sponsors and lenders. 

Apart from his activity as a lawyer, Romaric has been a maître de conferences at French university Sciences Po Paris for more than 20 years. Romaric is regarded by all the main directories such as Chambers & Partners, Legal500, IFLR1000 and similar as a leading lawyer in the French market.

Representative matters

  • Les Eoliennes en Mer (Engie and EDPR’s) and OW (JV Engie and EDPR’s), laureate of the second bid launched by the Commission de Régulation de l’Energie (CRE) for the development and the operation of the two first projects in France: Dieppe - Le Tréport and Ile d’Yeu - Noirmoutier. 
  • Several fast-charging network for electric vehicles.
  • Multiple stakeholders (sponsors and lenders) on fibre deals.
  • Several major French corporates on the French duty of vigilance.
  • An audiovisual group on its regulatory issues in the media sector. 
  • Multiple stakeholders on French PPP and concessions contracts in various sectors such prisons, stadiums, hospitals, universities, rail; motorways, etc.
  • 20 producers in the renewable sector in a challenge before the French administrative supreme court against a French government order, setting remuneration caps for some renewable energy producers benefiting from subsidized remuneration contracts.
  • An engineer company in the rail sector in the context of a criminal procedure.
