Layan specializes in regulatory and public policy matters related to projects and transactions in the Kingdom of Saudi Arabia.

With a robust background formed through her tenure in the Dubai office before joining the Riyadh office, she has established strong relationships with clients both in KSA and the broader region. 

Layan's expertise encompasses advising KSA government entities and private corporations on a wide range of regulatory and public policy matters in different sectors including financial services, procurement and PPP, energy, industrial, corporate, technology and many more. 

Prior to joining the firm, she had previously worked in a major oil company in KSA, and an international law firm in Riyadh. Layan has graduated from King Saud University with First Class Honours and is fluent in both English and Arabic.

Experience

Representative matters

  • The lenders to Almutlaq on the NEOM construction villages PPP project, procured by NEOM Company.
  • The lenders to the Al Jusor consortium on the Jadidat Arar Land Port in KSA, procured by ZATCA.
  • SAR, with consultancy support, on the Saudi Landbridge Railway Network Project. 
  • Makkah Mass Rail Transit Company on respective contractual obligations under the FIDIC Gold Book (Conditions of Contract for Design, Build and Operate Projects) and the FIDIC Red Book (Conditions of Contract for Construction).
  • Drafting the first military supply agreement in the Kingdom for a governmental entity.
  • A global defence contractor on its joint venture with a government-owned entity, worth SAR800m.
  • A global healthcare manufacturer on SAR400bn economic balance contract with a government body, and on multiple different matters.
  • The Saudi Central Bank on the creation of a new entity and the activation strategy.
