Stephen’s practice focuses on securities litigation, antitrust litigation, complex commercial litigation, shareholder derivative litigation, appellate litigation, and internal and regulatory investigations.

During law school, Stephen served as a judicial intern to the Honorable Judge Amy Berman Jackson of the U.S. District Court for the District of Columbia and worked as a health policy researcher for the O’Neill Institute at Georgetown University Law Center. Also while at law school, Stephen was a student attorney in Georgetown University Law Center’s Civil Litigation Clinic and was an Executive Online Editor for the Georgetown Law Journal.

  • JetBlue Airways Corporation in antitrust enforcement action brought by the U.S. Department of Justice challenging a joint venture between JetBlue and a competitor.
  • SunEdison, Inc. in an opt out securities litigation concerning certain public offerings by the company.
  • Pattern Energy Group in litigation arising out of its acquisition by CPPIB.
  • Major financial institution in connection with its implementation of Dodd-Frank risk reporting requirements.
  • Major financial institution in connection with advisory concerning a proxy fight involving one of the world’s leading social media companies.
  • Major financial institution in connection with investigations by federal regulatory authorities, including the SEC, DOJ, and the CFTC. 
  • Underwriters in securities class actions based on stock offerings.
  • Foreign state-owned oil company in connection with an FCPA investigation by the U.S. Department of Justice.
 

Pro bono

Stephen has an active pro bono practice focusing on representing criminal defendants at the appellate and post-appellate levels, and other matters concerning civil and human rights.

Some representative matters include:
  • Securing the release of a prisoner who had been incarcerated for nearly 30 years based on a Brady violation.
  • Representing a class of prisoners seeking vindication of their civil rights in connection with inhumane treatment during their incarceration.
  • Representing a technology policy non-profit in a suit under New York’s Freedom of Information Law seeking disclosure of law enforcement’s use and acquisition of cell-phone tracking technology.
