Tim Is Head of the Africa Group. He is an expert in Africa projects having worked in the continent for over 25 years.
He has extensive experience of project development and finance, advising sponsors, project companies and lenders in the power (including renewables), infrastructure, oil & gas, petrochemical, telecoms, mining and other industrial sectors. Tim has particular experience advising on multi-lateral, development finance institution and export credit agency backed financings. In addition to Africa, he has advised on projects in Western, Central and Eastern Europe and the Middle East.

Representative matters

  • Lekki Port LFTZ Enterprise Limited on the financing, construction and sub-concession arrangements for the development of Lekki deep sea port in Lagos State, Nigeria.
  • AFC and Harith General Partners on the formation of a joint venture to create a USD3.3bn African power platform capable of generating 1,575 MW of electricity in at least 10 countries, which included the contribution of interests in the Azura Edo IPP, Kelvin Power Station (South Africa), Kpone IPP (Ghana) and Cabeolica wind farm (Cape Verde). This was a new joint venture creating one of the biggest pan-African energy companies.
  • IBRD on the provision of a package of guarantees to facilitate the development of the 420 MW Nachtigal run-of-river hydroelectric generation plant by Nachtigal Hydropower Project Company (NHPC) in the Republic of Cameroon.
  • IFC and the lenders on the financing for the construction and operation of the Ivato International Airport and the Fascene Airport in Madagascar.
  • CDC and Norfund on the acquisition of a portfolio of power plants and associated infrastructure in five African jurisdictions (Cameroon, Côte d’Ivoire, Kenya, South Africa and Tanzania). The portfolio includes gas-fired IPPs and a gas-to-power project.
  • IFC, EBRD, AIIB, DEG and PROPARCO on the construction, supply of equipment, financing, operation and maintenance of the second container terminal at the Damietta Port in Egypt.
  • IFC on a USD100m debt financing (as part of a USD257m investment package including equity and guarantees) to support the ongoing construction and operation of Safaricom Ethiopia's greenfield telecommunications network across Ethiopia, leading to more affordable internet, reliable mobile connectivity and technology access for people and businesses in the country.
  • Lake Turkana Wind Company on the development and financing of its 300MW wind farm in Kenya.
  • AIIM, Craftskills and IFC Infraventures on the 100MW Kipeto wind power project in Kenya.
  • The lenders (including AfDB, FMO, PROPARCO and DBSA) on the financing for the construction, operation and maintenance of a 120MW hydro IPP project in Itezhi-Tezhi in Zambia.
  • EAIF and IFC on the financing of the construction and operation aspects of the Zina Solaire PV Project located in the Mouhoun region, South-West of Burkina Faso and developed by Windiga.
